Hassan, who has previously made allegations linking the Bauchi South senator to individuals allegedly involved in banditry, reportedly made the latest claims while speaking in a series of online interviews circulated by social media commentator D English Alhaji.
According to Hassan, some of the meetings are presented publicly as security-related engagements but, in his account, are conducted without representatives of the police, military, Department of State Services (DSS) or other formal security institutions.
He further claimed that Senator Buba was aware of some of the activities.
The allegations have not been independently verified, and no evidence establishing that the meetings were connected to criminal activity has been publicly authenticated.
Hassan also reportedly said he would take the matter to international bodies if Nigerian security agencies failed to investigate the allegations against Senator Buba.
He said he was prepared to pursue the matter beyond Nigeria and expressed his determination to continue raising the issue despite possible personal consequences.
Hassan was also reported to have said that he was willing to risk his life over what he described as his campaign to expose alleged activities connected to insecurity in northern Nigeria.
The comments form part of a wider series of allegations Hassan has made against Buba in recent weeks.
Senator Shehu Buba has consistently denied allegations linking him to banditry, terrorism financing, kidnapping or other criminal activities.
In September, the senator voluntarily submitted himself to the DSS and other security agencies, asking them to investigate the allegations against him. He said his legal team had formally written to the DSS, Defence Intelligence Agency and Nigeria Police Force requesting a comprehensive investigation.
Buba challenged anyone with evidence against him to submit it to the appropriate authorities rather than relying on social media.
He also said he was prepared to face prosecution if investigators established a prima facie case against him based on credible and verifiable evidence.
The latest allegations come after Hassan previously accused the senator of having links to people associated with suspected bandit leader Dogo Gide.
Among the claims was an allegation that individuals linked to Gide's network were brought to Abuja for specialised training in areas including drone operations and professional sniping, allegedly with the involvement of an aide linked to Buba.
These claims have also not been independently established.
A coalition of civil society organisations recently called for an evidence-based investigation into the allegations, including verification of the identities of people mentioned, their movements, possible training arrangements, financial transactions and communications. The coalition also cautioned that unverified allegations should not be treated as established facts.
Buba has said some of his interactions with security personnel and individuals involved in negotiations with armed groups occurred in the context of efforts to address insecurity.
The senator previously chaired the Senate Committee on National Security and Intelligence and has said some of his contacts with security officials and other actors were connected to efforts to tackle banditry and terrorism.
He has maintained that such activities have been misrepresented as evidence of criminal involvement.
Reports have also noted that Buba and associates were involved in discussions connected to non-kinetic approaches to insecurity, including contacts with some armed-group figures. Such contacts, by themselves, do not establish sponsorship of criminal activity.
The renewed allegations have placed further pressure on Nigerian security agencies to establish the facts surrounding the various claims.
The central questions include whether the alleged meetings took place, who attended them, whether any security agencies were aware of them, what their actual purpose was and whether any participants had links to criminal organisations.
For now, the allegations remain allegations. No court has established that Senator Shehu Buba sponsored terrorism or banditry, while the senator has expressly asked the relevant security agencies to investigate the claims.
The latest statements by Hassan therefore add to an ongoing controversy that remains unresolved pending an independent and evidence-based investigation.
