A renewed debate has emerged on social media over the controversial RUGA initiative introduced during the administration of former President Muhammadu Buhari, following contrasting opinions from commentators and political observers.
The RUGA programme, originally proposed as part of efforts to modernize animal husbandry and reduce open grazing conflicts, has once again become a topic of national discussion, with Nigerians divided over its purpose, implementation, and political reception.
Some commentators argue that the initiative was intended to provide structured settlements and ranching systems for herders, thereby addressing recurring clashes between farmers and herders across parts of the country. They maintain that resistance from several southern states and limited adoption in some northern regions contributed to its stagnation.
Others, however, argue that the policy was poorly implemented and failed to gain traction even in areas where resistance was minimal, questioning why pilot projects were not successfully established in parts of the North to demonstrate its viability.
Political analysts note that the debate reflects deeper divisions in Nigeria’s approach to land use, livestock management, and federal policy implementation, particularly where national proposals intersect with regional concerns.
Social media discussions have further amplified contrasting views, with some users insisting that economic viability, rather than political sentiment, should determine adoption of agricultural reforms, while others highlight trust deficits between federal and state authorities as a key barrier.
