Radda’s Relentless Efforts on Security: Dialogue, Deterrence, and the Search for Stability By Prof. M.K. Othman



In Nigeria’s North-West, particularly Katsina State, the struggle to restore security has become a delicate balancing act between dialogue and deterrence. Under the leadership of Dikko Umar Radda, the state government has pursued this balance in its determined search for lasting peace and stability.

For more than a decade, communities across Batsari, Jibia, Safana, Danmusa, Faskari, and Kankara endured persistent armed banditry. Villages were razed, schools shut down, and farmlands abandoned as fear spread through rural communities. The December 2020 abduction of hundreds of schoolboys in Kankara marked one of the darkest moments in the region’s security crisis and drew global attention to the worsening insecurity.

When Governor Radda assumed office in May 2023, he inherited not only a security challenge but also a deeply traumatized society struggling to regain confidence in public safety. His administration faced a difficult task: restoring security without militarizing everyday life, pursuing peace without legitimizing criminality, and reassuring citizens with realistic and sustainable measures. As a Hausa proverb aptly says, “When the flood overwhelms, even fish seek refuge.”

In response, the government adopted a multidimensional strategy involving military operations, peace dialogue, intelligence coordination, and community engagement through traditional rulers and local stakeholders. Despite differing public opinions about some of these initiatives, the central objective remained clear  reducing violence and helping communities return to normal life.

The insecurity confronting the North-West is rooted in complex and interconnected realities, including rural poverty, proliferation of illegal arms, weak infrastructure, youth unemployment, criminal opportunism, and fragile social conditions. Faced with such circumstances, governments are often compelled to combine firmness with pragmatism. Another Hausa proverb captures this reality: “Maganin zaman duniya hakuri ne” patience remains a rare remedy in difficult times.
In September 2025, Governor Radda convened a high-level security and governance consultation involving hundreds of prominent sons and daughters of Katsina State. The gathering aimed to generate practical and long-term solutions to the state’s security challenges through collective responsibility and inclusive dialogue.

On the kinetic front, the state government intensified support for federal security operations while expanding local surveillance structures. The Katsina Community Watch Corps emerged as a vital component of this effort. Thousands of local operatives worked alongside conventional security agencies, especially in vulnerable rural communities, using local knowledge and rapid intelligence sharing to improve response capacity. Additional vehicles, communication equipment, and logistical support further enhanced operational mobility.

At the same time, non-kinetic measures  including dialogue, reconciliation, and community engagement  generated mixed reactions among observers. Supporters view dialogue as an important tool for de-escalation and peacebuilding, while critics warn against actions that could weaken the rule of law. However, across the world, governments confronting prolonged conflicts often combine enforcement with negotiation and rehabilitation efforts in pursuit of stability.
Importantly, these measures are not intended to replace constitutional authority but to complement broader efforts aimed at restoring peace and rebuilding communities. Compared to previous years of heightened insecurity, many residents have reported improvements in mobility, farming activities, and commercial life.

Recent developments in 2025 and 2026 have further strengthened public confidence in the state’s evolving security architecture. Coordinated operations involving the Nigerian military, intelligence agencies, local vigilante groups, and community-based security networks have recorded notable successes in previously volatile areas. Sustained offensives and strategic peace engagements contributed to the rescue of kidnapped victims and the reduction of violent incidents in several communities.

These efforts also improved synergy between the state government and federal security institutions. Investments in intelligence gathering, interagency cooperation, and local security structures received commendation in May 2026 from participants of Army Study Course 5 of Senior Course 48, who acknowledged Governor Radda’s proactive commitment to stabilization and community security.

Debate surrounding dialogue with armed groups continues to generate diverse opinions from supporters who appreciate the complexity of the situation to critics who remain cautious. Such differing perspectives are healthy within a democracy, particularly on issues of national security. Yet, security management in fragile environments often requires difficult compromises. The overriding objective remains the protection of lives, preservation of lawful authority, and pursuit of sustainable peace.

Governor Radda’s administration has also closely linked security efforts with development initiatives, operating on the understanding that lasting peace depends on economic resilience, access to services, and social stability. By integrating security and development, the government reinforces the belief that peace and progress are inseparable in restoring normal life across Katsina State.

Traditional and religious leaders have equally continued to play important roles in mediation, promoting coexistence, and supporting government-led restoration efforts. In a society where communal bonds remain strong, these institutions serve as critical bridges between formal governance structures and grassroots realities.

Nevertheless, challenges remain. Occasional attacks serve as reminders that peace is often gradual and fragile. Still, the progress achieved deserves recognition. Patience, resilience, and sustained collaboration will remain essential for restoring normalcy in farms, schools, markets, and homes across the state.

Ultimately, success in Katsina’s security campaign depends on maintaining a sustained multipronged strategy that combines both kinetic and non-kinetic approaches. The administration’s central argument is that only through unity among stakeholders and the deployment of complementary measures can enduring peace and safety emerge amid persistent challenges.

The peace initiative in Katsina may, in some respects, be likened to the truce process that helped end the civil war in Liberia. During that period, a Liberian woman who had lost her son, husband, and brother reportedly said while voting during the peace process: “I am voting for peace to stop the mindless killing.”

Today, many citizens in Katsina share a similar aspiration an enduring peace that allows communities to heal, rebuild, and prosper once again.

Salute to Governor Radda, the security forces, traditional institutions, and all stakeholders committed to sustaining peace in Katsina State. May lasting peace prevail.
