The Business Facilitation Act (BFA) Performance Report 2025 has recognized the Ministries, Departments, and Agencies (MDAs) leading Nigeria’s ongoing ease of doing business reforms.
Covering the period January to October 2025, the report highlights agencies that have demonstrated exceptional commitment to improving processes, reducing bureaucratic bottlenecks, and facilitating economic growth.
The top performers are:

1st Place: Nigerian Content Development and Monitoring Board (NCDMB) – 90.6%

2nd Place: National Drug Law Enforcement Agency (NDLEA) – 89.3%

3rd Place: Nigeria Customs Service – 86.6%
The report praises these MDAs for streamlining services, embracing digital solutions, and enhancing transparency, all of which contribute to a more investor-friendly environment in Nigeria.
Government officials emphasized that these rankings reflect a commitment to modernizing public service and making Nigeria more competitive in the global business landscape.
